Eastern Extension Company and Great Northern Company
agreed to confer with Japanese telegraph authorities at
Shanghai with a view to amicable arrangement in the matter
of the Tsingtao-Sasebo cable, but Japanese delegate has now
gone to Peking and told the Companies' representatives that
he will treat with them after he has finished negotiations
with the Gainese Telegraph Administration. Companies fear
it is Japan's intention to confront them with a fait accompli
which it may be difficult to alter, and ask me to raise
objection at Paiding to any definite agreement being entered
in to by China before the conference with the Companies takes
place.
The Companies' request is reasonable and you should
raise the objection asked for with the Chinese government.
The support of your Danish colleague should be enlisted,
